What is a Convention?

A convention, apparently, is a "less important" form of a treaty, "namely one which is concluded, not between heads of States, but between governments".

An example of this is the Convention of Akkerman, signed in October 1826 during the Mehemet Ali Crises. For more information on this convention, go
