A message
sent to Emperor [IO]Clemency on Tuesday, June 30th, 1998 from former Consul
[IO]Dalamar outlining the path of the Imperial Order and titles of its
citizens. Though the Empire does not follow [IO]Dalamar's doctrine to the
sentence, his ideas are still honored and utilized. Without his insight
and almost immediate acceptence of [IO]Clemency's plan, the Empire would
never have reached the point that it has. His depth in this subject is
remarkable.

Clemency--
Greetings! I have been pondering your vision of Imperial Order for
Diablo II, and I think I have come up with
an almost foolproof system of
government for the "new" IO. I hope this
doesn't clog your mail server.

Citizenship-
To function, any nation needs civilians. The
civilians of IO are
protected by the Imperial Army but need not
fight for its ideals.
Civilians are, however, subject to drafting
into the Army at any time of
war. Citizens must be notified of their possibility
of being drafted
when citizenship is granted. Although citizens
do not have to fight for
the ideals of IO, they are held to following
the laws set down. Any
breach of these laws are subject to trial.
In order to keep only the active citizens,
all citizens of the Empire
must pay a tax due on every Friday. Every
citizen, whether civilian or
soldier, must pay the tax. This way, the
deadbeat citizens are easily
recognizable, since they will not pay their
tax. These tax evaders will
be considered emigrants and no longer be
under the protection of the
Army.
Imperial citizens may also run for seats
in the Imperial Senate; one
Senate seat per 4 civilians.
The Imperial civilians will also serve a
more secretive purpose: they
are well suited to finding and reporting
"Player Killers", known
throughout the rest of this text as "PKs".
Since Imperial civilians will
not wear uniforms, they will be able to go
undercover and report the
activities of PK guilds.
N.B. The term "civilian" refers to any member
of IO not currently
holding position in the Army, Cabinet, or
Senate. "Citizen" refers to
any member of IO, regardless of member status.
THE ARMY-
The Imperial Army serves a very important
purpose: they fight battles in
the name of the Imperial Order and strive
to keep Battle.net and Diablo
II free from PKs. The Army is very structured.
It consists of 5 Legions,
which are broken down into 5 Cohorts. The
Cohorts are further broken
down into 3 Centuries, which consist of 4
soldiers, making the total
soldier count for each Legion 66 (including
Legate).
Ranks available in the Imperial Army are,
in ascending rank, Legionary,
Optio, Centurion, Cohort Commander, and Legate.
Each Legion consists of
one Legate, 5 Cohort Commanders, 15 Centurions,
15 Optios, and 30
Legionaries. Each Cohort consists of one
Cohort Commander, 3 Centurions,
3 Optios, and 6 Legionaries. Each Century
consists of 1 Centurion, 1
Optio, and 2 Legionaries.
Soldiers in the Army must have two characters,
one "uniformed" and one
not. Both of these characters must be kept
in good fighting condition at
all times, as random inspections will reveal
the state of both a
soldier's characters. Both characters will
be used extensively, and an
officer in charge of a battle may request
either to be used.
Legionaries-
The rank of Legionary in the Imperial Army
is the lowest rank available.
It should, therefore, be limited to new recruits
and/or draftees.
Legionaries have no say over their orders,
and insubordination will not
be tolerated. Being the lowest rank, Legionaries
draw the lowest salary
of all Imperial Soldiers.
Optio-
Optios are the next highest in rank. They
are second in charge of their
Century and command the Century in the absence
of the Centurion. They
draw slightly higher pay than the Legionaries.
The soldier in the rank
of Optio must hold at least 2 medals.
Centurions-
The Centurions are in command of their Century
but still subject to
orders from Cohort Commanders. They are,
with permission from their
Cohort Commander, allowed to make executive
decisions such as
meetings/drills and personnel transfers.
All actions of a Centurion are
subject to review and revision by Cohort
Commanders. Centurions have
votes in "The Empire's Most Wanted". The
Centurion draws a higher salary
than Optios. This rank requires one "dot"
and four medals, one of which
must be awarded for killing PKs.
Cohort Commanders-
Cohort Commanders are second in command of
their Legion and first in
command of their Cohort. They determine salaries
for their subordinates.
They have votes in "The Empire's Most Wanted".
Cohort Commanders may
also make budget requests regarding outfitting
of their Cohort.
Commanders draw a high salary, as it is a
high rank. The rank of Cohort
Commander requires two "dots" and six medals,
two of which must be
awarded for killing PKs.
Legates-
The Legate commands his Legion and all soldiers
in it. He has control
over the Legion's operating budget, including
salaries for soldiers.
Legates should be warned that soldiers may
request Legion transfers, so
a stingy Legate will be left with no soldiers.
This system will promote
a bidding war for soldiers, as one Legion
may try to lure soldiers with
better salaries. Any Imperial Soldier has
the right to inquire about his
salary before signing with any Legion. The
Legate has votes in "The
Empire's Most Wanted" and draws the highest
salary in the Army. Eight
medals, no less, are required for this rank,
as well as three "dots".
N.B. The use of the term "medals" refers to
IO's current system of eight
possible permanent awards. Any changes in
the awards system means a
corresponding change in the medals required
for each rank.
N.B. The use of the term "dots" refers to
Diablo I's system of awarding
recognition to players who have killed Diablo.
Should the system change
in Diablo II, an appropriate change must
be made in the dots required
for each rank.
THE CABINET-
The Cabinet serves as advisors and extensions
of the Emperor. The
positions within the Cabinet are appointed
by the Emperor, however, once
a person fills a certain slot in the Cabinet,
they may only be removed
voluntarily. This provides a "check" in the
Emperor's power and keeps
him from installing only those loyal to him
in the high-level positions.
However, members who do not fulfill expectations
outlined in this
document, as well as expectations of the
Emperor, may be voted out of
office by the Senate. All members of the
Cabinet draw the same salary,
as no one position is of more importance
than another.
Housing Secretary-
The Housing Secretary keeps records of all
citizens of the Empire. It is
his duty to keep member lists up-to-date
and accurate at all times.
Lists should consist of a person's name,
class, level, Battle.net
account number, e-mail address, ICQ account
number, and any position
held in the Army or Cabinet. The Secretary
must notify all Cabinet
members of any changes in the list and is
responsible for providing a
new and fully updated list every two weeks.
The lists are very
important, as they are used to keep records
of taxation, as well as any
other use approved by the Emperor.
Foreign Minister-
The Foreign Minister acts as ambassador to
all other guilds on
Battle.net, friend or foe. It is important
for the Minister to keep
records of relations guilds have with IO.
The Minister must have
excellent people skills, as he makes alliances
with other guilds. The
Minister also is the guild's spokesman for
any purpose deemed necessary
by the Emperor. The Minister must provide
updates on enemy guilds and
may send out reconnaissance missions to advance
information on enemies.
Treasury Secretary-
The Treasury Secretary is responsible for
keeping records of all
taxation for the current month. He creates
operating budgets for the
Army and is responsible for making the weekly
salaries, as well as tax
brackets based on a character's rank. The
Secretary must also keep a
surplus of 10% of the guild's income to be
placed in characters named
"Coffer". Each succeeding Coffer "goldholder"
has a number after it,
i.e. "Coffer_1" would fill first, then overflow
into "Coffer_2". In the
event the Imperial Treasury must be tapped,
the Coffer with the highest
number would be drained first. The person
who holds this rank must be
very active as he may be called upon to collect
or pay out gold at any
moment.
High Arbiter-
The High Arbiter has the power to present
bills to the Imperial Senate
to be passed into law. The High Arbiter may
also veto bills introduced
in the Senate. The High Arbiter must be able
to "sling the King's
English", as bills must be written in "legalese"
and any loophole is
anticipated to be fully and extensively exploited.
The High Arbiter may
also enforce laws already in the current
code of laws, and acts as judge
for civilian trials. He may appoint a prosecutor
for these trials. He
must notify all members of any changes in
the code of laws.
Intelligence Chief-
The Intelligence Chief makes the master list
of PKs to be hunted by the
Imperial Army. He is responsible for updating
the master list, as well
as "The Empire's Most Wanted" and any guilds
at war with IO. The
Intelligence Chief should work closely with
the Foreign Minister to
gather information on enemy guilds and be
able to counteract any enemy
spies in IO. It is important that this person
stay very well informed of
events happening within Battle.net.
The Emperor-
The Emperor is in charge of the entire nation.
He is commander-in-chief
of the Imperial Army and may override any
decisions made by a Legate. He
has the power to veto bills passed in the
Senate; however, the Senate
may overturn his veto by a two-thirds majority.
The Emperor determines
his own salary, however, he should take care
not to exhaust the Empire's
gold reserves.
He is responsible for maintaining the Empire's
web site, and making sure
all information on the site is up to date.
The Emperor also acts as the
Empire's news service, keeping both the civilians
and Army informed of
guild activities. It is suggested that the
site be password protected to
keep spy activity at a minimum. It would
also be for the good of the
Empire to have two pages, one for the Army
and one for civilians. This
way, spies who infiltrate IO and become citizens
will not have access to
every happening in the Imperial Army.
The Emperor also acts as judge in Imperial
court-martials. Like the High
Arbiter, he may appoint a prosecutor for
these trials. The Emperor may
also opt to designate a tribunal of judges
in court-martials. It then
falls upon three officers (Centurion or higher
rank) to pass judgment.
The Emperor may still overturn a tribunal's
decision. He has this same
power regarding civilian trials.
It is imperative that the Emperor have all
medals and dots, as well as a
high character level. He must be very active.
He must also be a good
leader, since the Imperial Order is in a
state of almost constant alert
and war. Shoddy leadership will lead to IO's
downfall.
THE SENATE-
The Imperial Senate is comprised of two governing
bodies, an elected
body of civilians, called the populares and
a group of representatives
from the Army, called the optimates. One
populare seat in the Senate
represents four citizens, i.e., one seat
per four citizens. The optimate
seats will be filled by one officer (Centurion
or higher rank) and one
soldier (Optio or Legionary) from each Cohort.
The Legate shall be
responsible for appointing these positions;
he may not hold one himself.
Both bodies represent the best interests
of their respective groups;
they are understood to act accordingly in
the Senate. Elections for
populares seats are held at the beginning
of every month, new members
begin serving on the second meeting of the
new month. Meetings are to be
held every Friday.
Both the populares and the optimates are
responsible for electing a
consul who carries messages and happenings
to and from the Emperor.
These consuls are expected to lead Senate
meetings. A secretary is also
necessary to keep the minutes of each meeting
for the Imperial Archives
and to prepare an agenda for the next meeting.
