Guilds are
raised and maintained by citizens of the Imperium, they are not individual
guilds but are similar to small factions of the Empire that specialize
in starting and maintaining an economy inside and outside the Empire or
just are raised for the purpose of entertainment. One can raise a guild
if one has Imperial Citizenship.
