This is Mr. Kefka from Final Fantasy VI, or otherwise known as Final Fantasy III. He's the bad guy, and he's always looking a might bit nutty. ^_- I drew this from the back of the disc case for the game while Megan was playing. I was feeling like being challenged with a more realistic picture that day, since I had to draw my self-portrait for art earlier (I could only look in a mirror for that project... I couldn't actually look at a picture). By the way, I think that when he looks not-so-nutty, he's pretty hot. ^_^
