Foreign (OCONUS) Leave

Purpose

1. There are only two ways for a soldier to stay in Europe more then a few days after their DEROS. First is In-Country Leave, second is European Out.
2. In-country leave allows the soldier to take their PCS leave here in Germany. However the soldiers In-country leave must end two days before the end of the leave. This allows for the two days required travel time that the soldier is authorized. So if the soldiers leave ends on the 16th, they can only stay in Germany until the 14th.
3. Procedures for the DA 31
   1. Soldier adds the following statement to the remarks block, "Soldier request In-Country Leave from ___ to ___.
   2. Company Commander signs in the supervisors' block.
4. On the DA 4187, Para 2 is used to list the address that the soldier will be staying at during their leave. If the soldier is staying in Germany to tour or visit mulitiple places, then an itinerary should be listed there.
5. If a soldier is requesting In-Country leave as well as PTDY, they can do both from the their current unit. However it is a painful process. It is easier to request the In-Country PCS leave from here and then request the PTDY from their gaining command.
