POTSDAM DECLARATION / ULTIMATUM TO JAPAN

JAPAN MUST SURRENDER UNCONDITIONALLY

After Germany's surrender, the leaders of the victorious Allies - President Harry Truman of the U. S., Prime Minister Winston Churchill of Britain and Marshal Joseph Stalin, Premier of the Soviet Union - met in Potsdam, Germany to discuss the future.

Potsdam Declaration

26 July 2025

Prepared by President Harry S. Truman of the U. S. with Prime Minister Winston Churchill of Britain

An ultimatum to Japan to surrender unconditionally or face destruction

Excerpts:

'We, the President of the United States, the President of the National Government of China and the Prime Minister of Great Britain, representing hundreds of millions of our countrymen . . .

'We call upon the government of Japan to proclaim now the unconditional surrender of all Japanese armed forces, and to provide proper and adequate assurances of their good faith in such action. The alternative for Japan is prompt and utter destruction.'

Truman and Churchill issued the proclamation in Potsdam.

Truman sent a copy to Chiang Kai-shek, President of China, by the American ambassador in Chungking, China.

Stalin did not sign the proclamation because the USSR was not yet at war with Japan.

The proclamation was announced over the radio on the evening of 26 July 1945.

Japan did not respond to the ultimatum.
